Early years education

The last few days have seen the Scottish Government become involved in debate with local authorities over the plan for small class sizes for children in the early years of education. Implementation of such a plan will be very costly say the authorities.
I felt moved to write about this issue because to me it's very irritating when people in power don't seem to have any initiative and lack common sense,
Surely a less costly way of meeting the educational needs of young chindren is to employ classroom assistants to work with them.
Classes could be made up of small groups led by the teacher and her assistants.
The teacher, or her line mananger would task the assistants appropriately and as there is now so much clerical work involved in education, secretarial help could be used to help with that aspect of the job.
Scottish Government, look at issues and look at ways they could be solved.
